The Carbon Border Adjustment Mechanism (CBAM) is the European Union rule under which the carbon emitted during production must be declared and paid for on imports of iron and steel, aluminium, cement, fertilisers, electricity and hydrogen. The obligation lies with the importer in the European Union, who asks the producer for the emissions data. Exact coverage is determined by the 8-digit customs code.
